draft bill

In short and in plain language

A draft bill is the first plan for a new law.

A ministry writes it. Then states and groups can say what they think.

Later, government and parliament decide. Until then, the draft does not apply.

Definition
First draft of a law or regulation prepared by a ministry. In Germany, the federal states and associations can comment on it before the federal government adopts a government bill. A draft bill is not yet law in force.
